If you got your visa as an employee and you've changed employers, you have one month to notify the immigration authorities and resubmit under your new contract. Good news: you don't need to wait 3 months in the new job before applying.

No, not if your goal is simply to maintain residency. If you're planning to apply for permanent residency (5-year PR) in the future, you will need to have spent the majority of those 5 years in Spain, with absences totalling no more than 10 months across the full period.
